Riverside Mage History
Until about thirty-five or forty years ago, Riverside was home to practically no Mages. Occasionally, an Apostate or renegade would pass through, but no one settled there. Even today, nobody is truly certain why this is.
In 1968, a Free Council mage named Vlastov discovered a series of linked Hallows in the foothills near Riverside. According to those he questioned, the corridor of power that these Hallows had not existed even the year before. Vlastov contacted several allies, and in 1970 they formed the White Hills Consilium. (The name comes from the fact that Tass generated from the three Hallows controlled by the Consilium always gives the objects it is distilled into a milky white sheen.)
Vlastov was elected as the first Hierarch, a position he held for 12 years until his death in an apparently random accident on the I-10. While Seer involvement was suspect, mortal and magical investigation revealed no obvious signs of such.
The next Hierarch was a Chinese woman who went by the Shadow name of Yao Ming. She took much amusement in recent years from the basketball player of the same name. His fame made it much harder to affect her with magic. However, she disappeared several months ago.
Recent Magical Events
One of the three Hallows claimed by the Consilium have dissolved. The cause is currently unknown. At this point in time, the resources of the two remaining Hallows is being directed solely into Tass, as the last order of the Hierarch regarding them.
Spirit activity has been increasing in the last several months, with the number of hauntings, possessions, and other incursions at least double since this time last year.
Over Thanksgiving weekend 2005, those with Mage Sight could see something similar to the Aurora Borealis approximately 2 miles in diameter, roughly centered over downtown.

White Hills Consilium Structure
The Hierarch of the White Hills Consilium is not selected through vote, but rather is the single most magically powerful member of the Consilium. He or she serves a term of two years (during which they generally have less time to expand their magical knowledge), at which point the tests occur again. Members of the Consilium are not required to apply for the position, nor do their best if they do apply.
Each Order has a voting representative position in the Consilium, though there have been times when not all positions have been filled. These voting members are referred to as Consuls.
Each Cabal that is acknowledged by the Consilium, a process that requires a Consul to sponsor them) has a non-voting member, or Advisor, who may speak freely before the Consilium and bring issues for a vote, even though they do not vote themselves.
The White Hills Consilium claims the entirety of Riverside County. Sometimes they can even back this up.
Laws of the While Hills Consilium
No public use of Vulgar Magic. Violations of this stricture are routinely punished with fines of Tass or, in extreme cases, banishment.
All Duels Arcane must be issued through the Cabal Advisors. For an independent Mage, they must find someone willing to do so. These Duels must occur at the Consilium hall. There are no exceptions to this; private duels are not permitted.
The killing of a non-renegade mage is not permitted. Renegades include Tremere Liches, Scalsti, Banishers, and Seers of the Throne. Barring self-defense, proof must be presented to the Hierarch, before killing, that a given mage is a renegade; the voting members of the Consilium will then issue an Edict of Death against the mage, should the proof satisfy them.
Every year, each member of the White Hills Consilium is required to give a month’s service (or the equivalent) to the Consilium. This has traditionally included acting as a Sentinel, dealing with a recognized magical threat to the area, or providing resources needed by the Consilium. Often a Cabal presents their service through their Advisor. Unless the items of service are blatantly valueless, they are generally accepted in times of peace.
